I had weight loss surgery a year-and-a-half ago never had a thyroid problem in my life until a year after I had my weight loss surgery I was diagnosed with underactive thyroid. On top of that I fight with depression and anxiety my anxiety is so bad that I can't even go over a bridge without having a panic attack. Sometimes when I take my medication I can't swallow then I start thinking to myself since I can't swallow I can't breathe and I start panicking having a major panic attack come down to me having underactive thyroid.

It is possible you were Hypo long before the diagnosis - hence the need for weightloss surgery.
Did they tell you after the surgery that you could suffer from low nutrients - especially B12 - Folate - Ferritin - VitD ? If they are low in range it could be the cause of your symptoms as well as LOW T3.
Do you have results with ranges to share ? Have you been re-tested since diagnosis ? Do you have Hashimotos ? How much levo are you taking ? Any other meds ?

Because of the surgery you are probably low on everything which isn't helping with hypothyroidism. What you need is either vitamin injections or liquid/sublingual supplements. Tablets aren't gonna work as you can't absorb them.
I bet that applies to thyroid med too, liquid would probably work better.
Once go on necessary vitamins you will feel far better!
