You are undermedicated to have TSH 4.80 and should request a dose increase.
The goal of Levothyroxine is to restore the patient to euthyroid status. For most patients that will be when TSH is 0.3 - 1.0 with FT4 in the upper range. FT4 needs to be in the upper range in order that sufficient T3 is converted. Read Treatment Options in thyroiduk.org.uk/tuk/about_... Your doctor is another who 'wrongly' thinks that if the TSH is somewhere in the range that the patient is on a sufficient dose of levo.
Make an appointment to see him and say you've been given advice by the NHS Choices for help/advice Healthunlocked Thyroiduk.org.uk and have been told that you need sufficient thyroid hormones to bring your TSH down to 1 or lower. No you will not get a heart attack or osteoporosis as most of them will tell us.
When you have a blood test for thyroid hormones, it has to be at the very earliest, fasting (you can drink water) and allow a gap of 24 hours between your last dose of levo and the test and take it afterwards. This helps keep the TSH at its highest as it drops throughout the day.
Also ask for B12, Vit D, iron, ferritin and folate as deficiencies can prevent us getting much better.
Do you have Hashimoto's also called autoimmune thyroid disease diagnosed by high thyroid antibodies?
If so low vitamin levels are very common and low vitamins can upset Thyroid
Have you had vitamin D, folate, ferritin and B12 tested? If so post results and ranges
You are under medicated at moment.
