You could try melatonin.
In the UK this is prescription only, but you can buy it from the US and import it. I have no idea where else it can be bought from or what the prescription/importation rules are for other countries.
is it fast acting medicine?
Well, fairly fast. I notice feeling drowsy within 15 - 20 minutes or so, and I only take it once I'm in bed, not before.
It sounds to me as if you are looking for an anesthetic rather than a sleeping pill!
But any sleeping pill will lose its efficacy after a while, in the sense that people adapt to them, and they no longer work reliably. So they should only be taken when you are desperate.
I think it would be wise if you first got an up-to-date blood test if you've not had one recently.
Up-to-date advice is that it should be the very earliest and a fasting test although you can drink water. Ask if you can have a Full Thyroid Blood test, i.e. TSH, T4, T3, Free T4 and Free T3, plus Vitamin B12, Vit D, iron, ferritin and folate if you've not had them recently.
Also allow 24 hours gap between your last dose of levothyroxine and the test and take it afterwards.
You can put up the results and ask for comments.
I can understand the distress in desperately wanting to sleep and being unable to.
well i be honest i am going to fly soon and i have got flying phobia plus under active thyroid which will increase my anxiety and stress lever more, so i want to use a sleeping pill which could help me sleep
You could ask your doctor for a prescription for a small amount of tranquiliser to cover you for flying phobia. No guarantees you'll get it, but you never know.

You poor thing - a friend of mine with flying phobia was cured completely and quickly by a hypnotist. I overcome my fear (not phobia though) by repeating to myself "in this moment all is well" if necessary I chat more to myself "the plane might crash in the next moment but in this moment all is well, I am fine". It sounds as if that might not be enough for you though.
