Would stress cause my TSH to jump from 0.064 to 3.31 in six weeks as my T4 was at upper range at 19.7 and it just went to 17.9 ,can't understand as wasn't feeling undermedicated except for having a lot off inflammation in body for some reason ,

I wouldn't have thought stress would affect your TSH that much. One of the reasons doctors like TSH is because it is supposed to be relatively stable.

BUT TSH varies throughout the day, being highest first thing in the morning. And the other big effect will be Hashimotos flares, which cause lots of hormone to be released from the gland. If your flare is now over, your production will drop, and TSH will rise.

Without knowing what T3 is doing it's difficult to comment on why you feel OK.
