Visa and Mastercard (and PayPal) seem to have had a campaign of preventing people using their facilities to pay for medicines - and most particularly medicines which would be prescription-only in the USA but which it might be possible to get without prescription.
There might be a small element of legal protection for these companies - in the UK we get certain rights when items are bought using credit cards. I wouldn't blame them for ducking that responsibility for people who are self-medicating. (That is in no way criticising the many who responsibly manage their own medicine regimes.)
So I'd guess the companies have realised that the pharmacy to which you refer is actually a pharmacy.

Guideline 23 would stop Donna from identifying the pharmacy concerned (assuming it is not strictly prescription-only).
