He is only going by your TSH alone but your Free's are fine.

Do you feel overactive? I doubt it but will wait for your response.

I always have a lower tsh than you have, and higher free T4, and I cannot drop my dose of T4 without becoming ill. If I were in your shoes, I would refuse to drop. This will not stop you from trying a lower dose to see if it helps. The problem is that if you agree to drop, and it makes you worse, they are likely to refuse to put your dose up again, so you'll just be left feeling worse. Be very cautious!!!

My palps go when I increase t3.

No, you aren't over active or overmedicated as your Free T4 and free t3 are in range. Some GPs get very upset if your TSH is low, but often we need it that way to fell well, I'd say that you fell OK and decline to drop the dose - if necessary agree to a DEXA scan (for osteoporosis) and an ECG (for Atrial fibrillation) as that's what they usually worry about although there are no studies supporting their concerns.

Of course, if you FEEL overmedicated (racing heart, shakes, sweats etc) drop the dose.
