since i was 15 i had pains in my chest and nearly had an Ambulance out twice but didn't come, I had the receptionist at my GP surgery say call 999 but they are not bad but if my dad called the Ambulance it might not come. i feel like it won't, that's good because I hate blood tests. has anyone called the Ambulance you feel like you don't need it because of your chest pains aren't bad.

If you call 999 when it isn't an emergency then you would be wasting NHS time and money. That isn't really a good thing to do.
The thing is, not all chest pain is an emergency, and the general population aren't in the position to know which is an emergency and which isn't. This is why we have NHS 111 in addition to your GP. Quite often chest pain is muscular. There are also a lot of joints in the chest, between the ribs and the breastbone. Pain can also come from the stomach and digestive system which is in the chest too.
So if you are having chest pain that you are worried about the first thing to do is ring NHS 111 because they are the experts in deciding whether you would need an ambulance or not.
And if you ring 999 they don't automatically send out an ambulance. They triage you just like NHS 111 does, and they are likely to refer you to local services rather than send an ambulance. Ambulances don't automatically get sent out if you ring 999. In fact even if it is an emergency they are more likely to send a paramedic first to assess you. The paramedic would decide if you needed an ambulance.
