Odd rash comes up on my belt line

Every now and then I get an odd rash which comes up around my waistline, most often at my hip. They can be up to about 2cm and oval, raised and itchy. Its like a blister. They are red.

I was thinking nickle allergy but it does not seem to be that. They are often there in the morning. Fortunately they usually go down within a day or two.

I would be grateful if anyone knows what it is, and the cause?

Allergy to elastic??

It could be a possible allergy to elastic thread next to your skin? Or a heat rash in this hotter weather?

I dont think it to do with heat, as can come up any time. The elastic is a possibility.
