Mole/sore for 4+ weeks now

I have developed this mole like sore on my upper arm near shoulder (far left in photo). It looks a bit like a scab and is a little flaky. It has been there for over a month now and has become slightly raised. It doesn’t hurt and has a few flecks of darker pigment in it. It has a shiny appearance (photo isn’t great example). Could this be a type of basal cell?
