My dick is too small like a kid's dick at age of 11

When it' erect it's hardly 3-3.5 inches

I have pubic hairs, beard etc

My height is also 5'11.

Even my foreskin doesn't comes back

Penis size is comes from parents usually. Maybe your father has a small penis? About the foreskin, check on to urologist. He will see you.

Thats not true, penis size does not come from your parents. I could be hormone related or just a really bad diet or something, but not a lot of research has gone into this.

Some doc offered me hormone therapy cps he thought my buried penis was a micro penis. I was really fat as a kid. Maybe get checked for testosterone levels. Sometimes low hormone could be the reason why. Anyway talk with your parents they should help.

Penis size is all relevant and how you use it is more important. I do not believe it is hereditary . You should try stretching the skin, using steroid creams if necessary, this should help you be able to pull back.
