White mass on penis

For about a month now i have this really white mass around the penile papules area, it doesn't hurt or itches, im still a virgin so its not an STD.

Does anyone know what this is?

Any kind of help is appreciated.

Yes im uncut but its not smegma, i wash daily and its been there for a month, its quite hard to the touch.
