Does the extra skin on forehead of penis sound like a problem or does not retracting of skin even when standing a issue at all?

Firstly, I wouldn't regard it as "extra skin". It's there for a reason, and every male is born with a foreskin. If you can't retract at all though, that could be a problem. How old are you though?

22, as can retracted it back manually but not did it comes off naturally during erection ..

If you can retract it manually, then you're probably fine. Personally, I wouldn't consider circumcision in your case, but if you do, you should be aware that many (though by no means all) men who get circumcised as adults are unhappy with the results. Kim and Pang 2006 studied 255 men circumcised as adults and found that: "About 6% answered that their sex lives improved, while 20% reported a worse sex life after circumcision."

Bro there is no wrong to get rid off extra skin. I got mine removed voluntarily, no medical condition, I choose to do it. I never regrets about it, this year will be 5th year for me without my foreskin covering my glans. So think wisely bruh!
