I retracted my foreskin significantly (i.e. to the end of the head) for the first time and saw a ring of hardened smegma. I could retract a tiny bit further and washed my penis in warm water, removing around half of the smegma, but there's still a very large piece whose base is further up the shaft than I can retract. I think that you need to see a doctor who may prescribe a steroid cream to help with stretching your foreskin.

Retracting your foreskin just to the back of the glans (head) is NOT significant retraction. Your foreskin should go way further back than this. It sounds as if you may be suffering from frenulum breve (a frenulum that is too short and tight). You need to talk to your doctor about this problem as it is imperative that you can (and do) daily wash away all the smegma to prevent both obnoxious odours and possible severe infections.
It should be easy to fully retract your foreskin - especially when your penis is flaccid. Since you’ve only just tried for the first time I wouldn’t stress too much.
I’d say try retract it more and more each day, but don’t force it, and you should be able to retract fully in no time and have no issues cleaning up.
If that doesn’t work, then yeah consult with your doctor.
Hi some very good advice above from the guys if you follow the advice you should see some improvement.It should be easy to retract your foreskin and clean every day doing the stretching exercises but don't force it take your time it easier to do it in warm water and the oil will soften the smegma.
If it doesn't improve then have it checked with your doctor especially if you still can't retract when you are erect you may need some steroid cream to help with stretching.
