Yeah but they vary in levels of extremeness. I trained my foreskin to stay retracted behind the penis head and it lost some sensitivity when it’s soft.

Some men dip their knobs in rubbing alcohol to dry it out. Apparently stings like Hell but it will numb it somewhat.

Lastly there’s always circumcision but I would only advocate that to someone who’s properly informed about the implications and is certain they want it

I can only feel it when I'm hard because the skin is more exposed

If you haven't tried it, get a bottle of vitamin E oil at the nutrition store. Or, the supermarkets have vitamin E in gel caps, and probably cheaper than the nutrition stores. Just smooth it on the area and it will help. I've seen it help every skin problem that I have seen. Let me know how it works.
