I have a loose circumcison and I have a decent amount of skin (I can cover the head of my penis if I pull it up) and my partner says that due to the fact the skin isn't pulled back all of the way, she doesn't get as much pleasure from sex as she does if I were to pull the skin back completely, and honestly I don't either. Is there anything I can do about this other than go under the knife again,(I really don't want to) like a penis ring or something of the sort?

Usually when you get an erection the foreskin sits behind the glans. Yours doesn't? Also, I'm not sure how this would affect her pleasure, I don't think it does. Most women prefer uncircumcised penises as that's the norm in the world.
As most of the internal vagina is reported to be far less sensitive than the outer lips, vulva, vaginal entrance and clitoris, whilst I cannot question your partner's experience, I can disagree with her theory. What is she comparing with? Other men she's known? We're all made the same and all made slightly differently. Most men in Europe are uncircumcised and probably get no complaints. My wife was happy with my foreskin wherever it ended up!
If the remaining foreskin can easily cover the glans rim when you are erect then it will mask a significant amount of the stimulation and pleasure that your partner should be getting during sex.
The only way I know to be certain to always keep the foreskin out of the way is to have a revision to tighten things up by removing more of the excess foreskin.
