So it has been 3 years after my circumcision and my penis still has these bumps near my circumcision scar which I think are the remnants of the stitches. I think this is not normal because of what I see on the internet, if so is there any chance that it will go away?

If they haven't receded over 3 years there is slim chance that it will go down now . Any stitches you had would have dissolved by now if your surgeon had used adsorbable ones . If he had not used adsorbable ones , he would have asked you to come back for its removal and this kind of suture usage is rare. So if in fact you somehow have sutures retained , you definitely need to check back with your surgeon and deal with them . In the case its not , maybe you have to ask your doctor what to do now. Ps - it's most likely that those bumps were inflammtory reaction to stitches that occur in many and usually do down after a few weeks after the circ. If they haven't , maybe there is an underlying reason or the stitches inlay might have caused it to heal as such .
In adult circumcisions when stitches are used, those marks are normal. Pictures of smooth results depict neonatal circumcisions which don't employ stitches.
