It does not matter how much foreskin you have when flaccid. As long as you can pull back the skin when flaccid and hard, I wouldn't worry.
I have a lot of foreskin and it's never effected me in anyway.

I have a lot of foreskin because my penis is classed as a 'grower' i.e. one that is small when flaccid and grows when erect. The natural function of the foreskin is to protect the glans (head of the penis).
This tends to happen in two main ways, in my experience.
1. by covering the glans when flaccid so that friction against underwear or clothing does not cause damage/pain.
2. by moving during sex/masturbation which lubricates and reduces friction.
Your picture in the flaccid state doesn't give enough information to offer advice.
Does your foreskin retract fully when flaccid? Does it retract fully when erect?
Hopefully the answer to both these questions is yes. If so then you have nothing to worry about. If the answer is no, then I suggest that you speak to a doctor.
Yeah as others said it mostly depends on if you can pull your foreskin past the corona of your glans when fully erect. If you can, then you're fine. No such thing as too much skin, it actually helps like a lubricant.
