ah, because it's a thing deciding (for cosmetic or other reasons) to keep the frenulum or to remove it. Some seem to say removing it gives more 'mileage' during intimacy, but it's also a whole bunch of nerve endings possibly worth keeping.

I'm considering a high cut and thinking to retain the frenulum. Just trying to see what everyone else is doing and perhaps, reasons to keep or not to keep it.

Granted some for medical reasons, may need it removed I suppose and these men have little to no choice.

Oh man! That's very little swelling compared to some of the guys on here. Swelling is to be expected. The body is sending the fluid to the area to help protect and provide the natural healing benefits.
