Heredity is the only factor in penis length and girth. The foreskin would stretch even with the tight phimosis to accomadate the growth. So that wouldn't cause a short penis.

8- 10cm isn't all that small either. 4 - 5" is pretty close to the 5 1/2 - 6" average, so you're on the smaller side but not that small to worry about. You've still got plenty to work with.
