It's a common experience for skin to get dry in areas affected by lymphoedema. Dry skin increases the risk for cellulitis because it tends to crack (may not be obvious) hence allowing the entry of bacteria; it's important to maintain the integrity of the skin by moisturising it on a daily basis to help reduce this risk. Choose a moisturiser which is free from irritants: perfume, SLS and parabens (hydroxybenzoate) e.g. Aveeno cream
Regular moisturising should help prevent itchiness.

The best way to control swelling is by wearing compression garments every day. It's important they fit well and ideally they should be prescribed by a lymphoedema specialist.
I see from your bio that you are in Malaysia - have you been diagnosed with lymphoedema? If you haven’t, please see a doctor in order to rule out other reasons for sudden onset swelling and itchiness.
Elevate as much as you can, and, as advised by Perido, apply a good quality moisturiser at least once or twice a day.
