When it comes to PAC(Premature Supraventricular Contractions), what is considered safe, and normal
I recently bought my self the wellue ecg monitor, to monitor my heart health, while I wait to be seen by cardiologist
So today after finishing work, and I had over 9 hours of data to upload, and to be analysed. The results came back as 3000 PAC(Premature Supraventricular Contraction), in a 9 hour period
Im interested if this is abnormal, or with in what would be expected

I think your just mixing two types of arrythmia in one that's all. PAC's premature atrial contractions and SVT's supraventricular tachycardia. PAC's are ectopics of atrial origin as are SVT's but vary in their nature. SVT's are rapid clusters of PAC's but still arise from the atrium.
Your second question, for you and me yes it is normal I get many more sometimes many less a day. Clinically it's abnormal but as the doctor seems to repeat and repeat has no clinical significance if there or no structural heart abnormalities. Sick of hearing it as for me it has great significance to my quality of life, it scares me and I react each time I get one (I can feel mine) as if it was the very first even after having them for 5 years.
I'm 27 but I know individuals who have experience them since 16! Hope all goes well anyway, be interesting to hear from along your journey.
