Carbohydrates digestion starts in mouth.
Small bites increased chewing and more saliva production digest carbs in mouth to a greater extent, so less load on stomach and intestines for carbs.
So low insulin levels can be compensated

If small bites and increased chewing break down carbohydrate faster, this will merely serve to elevate blood sugar and insulin faster. It will not decrease the load.
Far better to reduce load on the system by cutting out entirely white starches such as wheat, potatoes and rice and eating green, hard to digest vegetables such as brassicas and increase saturated fats such as butter, ghee, nuts etc.
