I completed C25K a month or 2 back and continued running 5ks for a few weeks around 3 times a week. This then dropped down to 2/1 times a week. I now haven’t ran for nearly 3 weeks. Where is a good place to start from? Will I manage another 5k straight away?

As stated in the guide to the plan, healthunlocked.com/couchto5... you lose no significant condition in the first two weeks of non running.
After that loss of condition is gradual.
All any of us can do after a lay off is to go out and see what we can comfortably manage, then build back up gently, using C25k or something similar as a guide to weekly increase.
I would suggest that you need to understand why you have paused running... then you can make sure it doesn’t happen again 👍
You’ll be fine at 5k if you go slow
Possibly but unlikely straight off and it could be a struggle. I’ve been in a similar position before and I dropped back a few sessions to weeks 4 or 5 , so see how that goes. Good luck, hope this is helpful.
Probably do a single run from Week 4 as a warm up. If you're OK with that, do Week 5 again and continue from there. You won't have lost that much fitness.
