I’m on the 3rd week of couch to 5k but I’m finding my left ankle and shin getting tight and once this happens I can hardly lift my foot. Does anyone have any idea how I can correct this as it’s making my running difficult. My right leg is completely fine.

It is obviously some kind of asymmetry, but whether it is of you or your shoes or your running surface, it is impossible to know.
Do your shoes wear unevenly?
I have one foot bigger than the other, which means one shoe has to be tied looser than the other. Some people ( a surprising number) have one leg significantly longer than the other. You may have an old, possibly forgotten about, injury or some other bio mechanical reason that is causing the problem.
It sounds quite severe and recurring, which puts it firmly in the category of issues about which you need professional medical advice, from either a GP or more likely a physio.
