Completed week 7 three weeks ago then had back and hip problems meaning I didn’t continue to week 8,my question is do I jump straight back into week 8 or build up again steady.

Obviously it really depends on how easy you found week 7. Week 8 is just the same but with 3 extra minutes. So if you ran week 7, you could do the extra 3 if you felt you could. But if not then be happy at consolidating back at wk7. If that's a bit too much drop down to the 20 min run or week 5.
Suck it and see is the only answer.
Three weeks is long enough to have lost some condition. Just run really steady with no pressure and you will find how far you can go.
If you get to 28 minutes, fine. If not, you will have an idea where to go next.
