Limping into week 8 at a steady 3.5mph. By my calculation if I make it to week 9 and run for 30mins at my current speed I won't clear 5K as a distance.

If you're able to complete each run, but are tired by the end, then you're not too slow. Don't worry about the 5k in the title of the programme - it's all about the time you run, not the distance. Very few of us on here are able to run 5k in 30 mins by the end of week 9 - for some, that comes later, for others it doesn't. You're doing fine - keep going!
Very few C25k'ers are able to run 5K in 30 minutes at the end of the programme. In spite of it's name, C25K is solely meant to get you to be capable of running for 30 minutes- after that it is up to you how far you can run for 30 minutes . Some people can run 10K in 30 minutes!! - but that takes a little bit of extra training
Please don't worry about speed. As long as you are completing all the runs that's the main thing and I bet you can run further than you could 7 weeks ago!
The aim of the program is to be able to run for 30 minutes.
You can work on speed or distance afterwards
Forget 5K..just slow and steady....to get to three 30 minute runs in week nine..simple

Lordy, Lordy ! I graduated 3 years ago and have never ever managed to do 5k in 30 mins. I have managed to keep running 3 times a week though. Don't worry about it is my advice.
4 years on from starting C25k, I ran my first marathon last weekend - but I have still only ever run 5k in under 30 mins (and then only just!) twice. There is no such thing as too slow!
Very few people do, focus on time not distance, you can work on that later 😎
I can run a 10k, but I cannot, and most probably never will run 5k in 30minutes.
The important thing is that we are runners. A slow 5k is as far as a fast 5k. Its the same finish line 😎🏃🏻♀️🏃🏻
I've finished week 8 and have no idea what my mph is. I think I average around 8.5 minutes per kilometer, but I can run for 28 minutes and that is my achievement. On a normal session including the warm up and warm down walks I manage between 4 and 4.5k. When I did a parkrun it took me 43:30. I can't ever envisage doing it in 30 minutes and I'm not worried. I'm running and that is some achievement, and the same goes for you. Keep going, keep running, at whatever speed you are comfortable with and let the speed and distance take care of themselves.
