Im new here, was hoping for some advice prior to starting. Is there a good time of day for newbies to start? Should you have eaten something a hour or more before a run? Will i need to take any fluids with me?

Hello You will be half an hour from start to finish so you should be ok water wise but if you want some then take some. If you don't drink en route you might like a swill afterwards. If you make sure you are always well hydrated then that's the way forward. Food wise, I would run an hour or two after food. If you have had a lot of food leave it 3 or 4. I always run on food; about an hour to 90 mins after. You will sort out what suits you as you get through the programme. We are all different

Well done for starting! What time of day is best is different for each runner. I am a lark by nature so I run in the morning; others on here run in the evening. If I run first thing I usually grab a cracker on the way out and drink half a glass of water and that seems to be OK. You will find what works for you!
I think when you run really depends on what suits you and your lifestyle. When I started the programme I was working full time, so ran after work but before dinner. Now I run first thing in the morning usually, and try to hydrate the night before. Then I just have my early morning cuppa (decaf), and keep my breakfast for after the run. I also have water ready for as soon as I finish. If I drink too much before I go I risk needing 🚽, so hence waiting until after.
You need to find what suits you best.

I'm a night time and only go out some time after 8...But I've only been out 5 times as in sick bay so to speak. Good luck. I try leave it a couple of hours if it was a biggish meal... My best run was a couple of hours after a rare visit to the chippy.
Many runners swear by the magic number 1127. Some say that starting a run at 11:27 reduces the muscle ache by up to 11.27%
I found the main thing was to not think about it too much and take any opportunity to get started. Unless you've got a medical condition it's a gentle start that most bodies seem to cope with. It took me weeks to get started because I was waiting for the 'right' moment! Even now after 3 weeks I've only managed 2 weeks of the programme but after reading loads of posts on here I know I can just keep going at my own pace and not have to beat myself up if I'm not perfect. If I'm going out first thing I have coffee and a yoghurt (the yoghurt is because I drink my coffee black and it's a bit acid-y on an empty stomach). If I'm going out after work I'll go before dinner unless I'm too hungry! Then I'll go out about 90 minutes to 2 hours after dinner. I didn't know about that when I was doing the plan though (I hadn't found this forum then) and regularly ran just after dinner without coming to any harm!
Running outside, unless it's very hot you'll probably not need fluids with you. It's only half an hour and carrying a bottle is a nuisance. But if you're running on a treadmill in the gym, you have the benefit of a bottle holder on the machine and it can be quite warm in a gym.
