I don't see why not. I did my C25K on the road/pavements. I have to say though I would take the rest days more seriously - i.e. don't run two days consecutively if you're running on hard surfaces as your joints take more of a pounding than on the treadmill and if you're particularly sore take an extra day's rest - particularly after a long run. Also don't skimp on the warming up/cooling down. Happy running!
The answer is yes, but you must take responsibility in your own hands. It's not the surface that's the problem, rather it's the fact that you are sharing the road with others. Pretty much 90%of my running is on the road. Make sure you face the oncoming traffic and wear hi vis clothing. Even then you must make sure that you are able to react to changing conditions. Be careful out there and use common sense.
If you're careful, you'll be fine.
I've done the vast majority of my running on tarmac and haven't experienced any problems with knees etc. If you're wearing headphones, leave one ear free and don't have the music on very loud. Good luck and stay safe.

Some of us don't have any choice. Get out there and run but just take the usual safety precautions. Sian's tip about only using one earpiece is good advice for everyone.

For me, no, I do not run on roads/pavements/tarmac.
I'll explain why: my father is a fit runner in his 80s. I once asked him, years ago, if he'd never fancied doing a marathon. He said he liked his joints too much and it has to be said that he's still got all his originals, unlike many of his running (or ex-running) friends. I have had to spend the majority of my adult life in bed. I still do but I am now able to do some exercise. I have an old bony spine injury and, aside from that, pain is a normal part of my life. So I am very protective of my joints. I am fortunate that I have plenty of other options available to me (not a treadmill, don't get on with them). I don't even do too many consecutive runs that are entirely on trails or other compacted surfaces because I notice the difference in my body if I do. I run in minimalist trail shoes and I am happy knee deep in ice cold water, in bogs, on pine needles and dodging tree roots.
Most people will tell you that it is fine to run on hard surfaces... but that the sky will fall in if you don't do stretching exercises immediately after your run. I feel it would be a mistake for anyone who needs to increase their activity level to say "I can't take up running because it would have to be on roads" - but if you have the option of a kinder surface, I would suggest giving it your serious consideration.
