Anybody has issues with reading but not thinking through the text what they are reading, difficulty processing and comprehending information that you read or listen to? What can be the cause for this? Is this a reading disability or ADHD?

Reading comprehension issues.
It might be more of a cognitive disability, maybe a form of TBI. A person with ADHD can process and comprehend information especially when it’s something of interest to them. It may take them a few tries to fully process what they are reading if it is something they don’t t have a high interests in. I know for myself I don’t have ADHD or a reading disability but I do remember when I was in college and had to learn Anatomy or anything Science related, I had to re read things over and over for me to understand what the context meant and what I was learning. Thankfully I had a professor that saw my effort and even allowed me to retake quizzes, he knew that Science wasn’t my strong point therefore I couldn’t grasp the information too well. I have my Masters in Clinical Mental Health which involves a lot of reading and research but since it’s something I liked and wanted to learn, I could read a chapter or several chapters and retain the information the first go around.
For me I think it's meds, along with anxiety and depression.
It is a medical condition. A person with ADHD has differences in brain development and brain activity that affect attention, the ability to sit still, and self-control. ADHD can affect a child at school, at home, and in friendships.
