"<" means "less than." "Less than" means that the lab test they used is not sensitive enough to detect anything less than that number.Different labs use different test kits. So the two results are telling you exactly the same thing.
Same thing happened to me; my medical center 'changed' their protocol from advising PCa patients they were less than 0.01 to less than 0.04! Just like that! AND we patients are 'numbers driven' so right away we want know if there is a problem...this leads into the debate on PSA values and monitoring, what Doctors refer to as; 'Prostate Specfic Anxiety.' It was not funny to me when I heard it the first time.
Check out first what assay they are using; what specific test. If they change test regimes the results are different.
Consider finding assay's that measure uPSA (ultra low PSA); down to 3 digits...most doctors told me this was not useful but I find the evidence to the contrary compelling. Check out these references.

Last, PSADT (doubling time) is far more important than PSA values...if its more than 15 months between doubling (and you are picking the PSA values correctly; see MIN 15:45 in the 2d reference below) then there is far less to worry about...see this reference.
