It's not a bad idea to, though not necessarily mandatory. At one level only you can judge that.
If you have any underlying medical condiions that might impact upon your weight loss efforts (or vice versa) then you are well advised to.
And if you're starting an exercise regime, then that might be another good reason to talk with you doctor, especially if you have any issues with your legs, knees, back, or other conditions like ashtma, a history of heart problems, etc., etc.
When you say options? Do you mean diet and exercise? Or medical intervention?
If it helps at the beginning of the year mine was 31 it is now 27.4 with a change in diet and a little more exercise

I started of with a BMI of 29.46.
I've followed the 12 week plan and got my BMI down to 25.97 in 11 weeks of following it. This week will be week 12, my last week and hopefully I'll shave another 0.5 or so off that score.
I haven't seen any health professional in doing so, but then I know my limits with exercise and I was already going to the gym for 4 months before I started the plan.
As above if you have any health problems that would affect you see your doctor, but you don't necessarily have to - its recommended as the plan is such a lifestyle change which for some may have a negative impact. (I also think its a bit of legal stuff people have to put up so they don't get sued if something happens)

No you should not because the time to start worrying is when your BMI reacheds 31.1, my BMI is 18 and says that i am underweight but don't always believe it!!!!
I wish you all the luck in the world, I managed to lose 10kg, because of health issues. You have to be strong and think of all the benefits it will have once you bring down your bmi. Eat well, and exercise, I am stating the obvious, but its all that is needed.
