No, I don't think it does. It is used to confirm the diagnosis of vasculitis. Until I had my neural nerve biopsy, the consultant wouldn't put a name to what was causing my hands and one foot to go numb.
It depends on what type of Vasculitis it is. Some Vasculitis variants have specific appearances on biopsy such as granulomas and eosinophils, others just show inflamtion of the blood vessels. There is no straight answer I am afraid, your other symptoms need to be taken into account as well.

Hi.. They think it's vasculitis, just as long as this will show it's vasculitis, I am willing to try this. Is this sometimes the answer?
