It has been 5 months since my hemi and i have an insesant cough which is oming from the neck. There is a constant build up of phelgm whichbi need to cough up, a wheeze and and a discomfort to the side the thyroid is left. Feel a bit more swollen. Anyone else had this.

Weird as it sounds my ENT said this is often silent reflux, if your FT3 has dropped your stomach valve at the bottom of the oesophagus weakens and allows a small spray of stomach acids into the throat which protects itself with mucus build up and gives that constant throat clearing stickiness.
Typically this is treated with gaviscon or omeprazole but caution, the ENT said the tide is changing there at the conferences he has been to and as we often discuss here low FT3 and low FT4 can also cause low stomach acid. Using betaine with pepsin or apple cider vinegar can really help instead. (Obvs careful if at risk of ulcer).
I’d go back and ask for a checkup for sure and then ask for advice regarding FT3 and FT4 and symptoms. The cough can be a manifestation of the post nasal drip many of us get with hypothyroidism. Which as I mentioned above the ENT thinks is linked to stomach valve and low stomach acid.
I'm not sure if this fits your symptoms, but you could try NAC (N-Acetyl-Cysteine - the number of hyphens in the name seems to vary!).
NAC thins out mucus in the lungs and throat allowing it to be eliminated more easily than when it is thick.

NAC is usually sold in a 600mg dose per capsule. I buy Swanson NAC, and take one capsule at night when I feel I need it. (I'm an ex-smoker and I'm still suffering poor lung health as a result of it.) There are people who take higher doses than I do for various reasons. Some of those uses are described in the wikipedia link I gave.
Be warned that NAC does smell a bit unpleasant because it contains sulphur. I've found the Swanson product the least smelly of the brands I've tried, presumably because the capsule is better than others while still allowing it to be absorbed.
