Note that people on treatment for hypothyroidism usually feel at their best with a TSH slightly lower than that of healthy people, often 1 or under.

It depends on how you feel, but in actuality you want TSH to be as close to zero as possible, in order to suppress your symptoms. But you need to focus more on your Free T3 (as close to 4.0 as possible), Free T4 (above 1.0) and Reverse T3 (under 11), especially Reverse T3, more than TSH as TSH is about your pituitary not thyroid gland.
