Suggest you start with coeliac blood test
While still eating high gluten diet ask GP for coeliac blood test first or buy test online for under £20, just to rule it out first

Assuming test is negative you can immediately go on strictly gluten free diet
(If test is positive he will need to remain on high gluten diet until endoscopy, maximum 6 weeks wait officially)
Trying gluten free diet for 3-6 months. If no noticeable improvement then reintroduce gluten and see if symptoms get worse
I worked with a nutritionist and did an exclusion diet, worked out I'm very gluten intolerant (but not celiac) and have a dairy allergy. He said that food allergy testing can be very unreliable, and cause people to unecessarily give up foods. Reactions can also come and go. So that might be worth a try.
Be aware of 'mast cell activation syndrome' (MCAS). It's not really recognised by the NHS yet, although they can test for macrocytosis which has the same symptoms. I have MCAS, along with a hypermobility gene, they can be linked.
