My daughter has been symptomatic for a while. Tired, brain fog, sore throat around thyroid. She aches all over and is falling asleep during the day. Her doctor says 2.61 TSH is normal and her last one 0.98 and will not test for T4 T3 and antibodies. She is also in iron tablets and B12 as both were low. What do you think.

I think if you can afford to, a private test that checks for antibodies would be worth the money. The jump suggests autoimmune thyroid disease. If it is autoimmune, you'll know to keep checking regularly and there are some changes you can make to help manage symptoms in the short term (once you know what's up).
As Cooper27 says, I would do a private test. I'd include vitamins as well so that would be a Blue Horizon Thyroid Premium Gold (fingerprick is preferred) or Medichecks Thyroid Ultravit WITH FOLATE (must be done by venous blood draw) The Thyroid Ultravit doesn't include folate.

When I was a teen I started sleeping a lot, developed blood sugar issues and cystic acne. The Dr shrugged it off. That continued for ten years until I had a golf ball size goiter at 27 and half my thyroid removed. My TSH was only slightly elevated, nothing obvious. Agree with getting those tests and not letting them sweep it under the rug because you know when something isn't right and good she has you advocating for her because they will let it go until it's obvious like a goiter or a really high or low TSH. The symptoms of hypothyroidism can be so subtle in the beginning especially with young people.
