Yes, you are correct. Your TSH is still high in range. The aim of a treated hypo patient generally is for TSH to be 1 or below or wherever it needs to be for FT4 and FT3 to be in the upper part of their respective reference ranges when on Levo if that is where you feel well.
If your GP thinks your current TSH is fine and doesn't want to increase your Levo, point out the following from Leeds Teaching Hospitals:
Thyroxine Replacement Therapy in Primary Hypothyroidism
TSH Level .......... This Indicates
0.2 - 2.0 miu/L .......... Sufficient Replacement
> 2.0 miu/L .......... Likely under Replacement
It can take many months for you to feel properly well after starting Levo, it's not an instant thing. The Levo takes 6 weeks to be fully absorbed and effective, so you are at the start of your journey. It's started doing it's job as you can see, it's reduced your TSH, but you still have a long way to go. Patience is key with hormones.
