"Normal" just means that the result is somewhere within the range, but it's where in the range that is important.
If you post your latest thyroid test results, with their reference ranges, members will comment. You may be undermedicated and this is why you aren't losing weight. Ideally we need to see

Are you diagnosed hypothyroid and on Levothyroxine? If so then you are undermedicated and need an increase in your dose of Levo. The aim of a treated hypo patient generally is for TSH to be 1 or below or wherever it needs to be for FT4 and FT3 to be in the upper part of their respective reference ranges when on Levo if that is where you feel well.
As you have repeated this information in a new post, I have deleted that post so to avoid any confusion.
Could it be underactive? When is it the best time to test? My cyle day, in the morning ect. to get the most accurate measures.

Are you in the UK? Hypothyroidism isn't normally diagnosed in the UK until TSH reaches 10. In other countries diagnosis is often made with TSH lower than that level.
Certainly with your TSH and low FT4 you may be on the way to hypothyroidism.
Best time to test is as early as possible in the morning but delay breakfast until after the test and have water only to drink before the blood draw. I don't think monthly cycle matters.
A TSH above 2 is possibly on the higher side, though a GP would not agree
FT4 and FT3 both a bit low
For full Thyroid evaluation you need TSH, FT4, TT4, FT3 plus TPO and TG thyroid antibodies and also very important to test vitamin D, folate, ferritin and B12
low vitamin levels can cause symptoms in their own right or affect Thyroid too
Private tests are available. Thousands on here forced to do this as NHS often refuses to test FT3 or antibodies or vitamins

All thyroid tests should ideally be done as early as possible in morning and fasting. This gives highest TSH, lowest FT4 and most consistent results. (Patient to patient tip, GP will be unaware)
