My friend's doctor told her that they no longer treat an overactive thyroid with radio active iodine - because it is to dangerous. Is this true?

I can't say your friend's doctor is wrong, because that might be policy in some places. However, there is plenty of evidence that using radioactive iodine continues as a treatment. I offer just one document, dated 2017:
