Without a reference range it is impossible to say, sorry.

For example if the reference range was 1 - 10 then a result of 19 would be high and might suggest inflammation or infection somewhere. If the range was 1 - 20 then 19 would be top of the range, and possibly higher than would be ideal. If the range was 1 - 50 then 19 would be in the bottom half of the range and would be fine.

But without a range, nobody can say.
