The results are okay if your friend feels well. TSH is low-normal and FT4 is low in range. If your friend doesn't feel well she could ask her GP to increase dose to raise FT4 but there may be some reluctance because it will suppress TSH.
The goal of Levothyroxine is to restore the patient to euthyroid status. For most patients that will be when TSH is 0.27 - 1.0 with FT4 in the upper range. FT4 needs to be in the upper range in order that sufficient T3 is converted. Read Treatment Options in thyroiduk.org.uk/tuk/about_... Thyroid peroxidase antibodies are positive for autoimmune thyroid disease (Hashimoto's). There is no cure for Hashimoto's which causes 90% of hypothyroidism. Levothyroxine treatment is for the low thyroid levels it causes. Many people have found that 100% gluten-free diet is helpful in reducing Hashi flares, symptoms and eventually antibodies.
Most of us feel better when TSH is 1 or below. Your friend's FT4 is is not within the upper range so I'd think that her FT3 will be lowish too.
She could have a private Free T3 blood test and I'll give a link, just in case she'd want to consider this. I will also give a link and she will see why FT4 and FT3 are important.
Quite a number of researchers have shown that a T4/T3 regime suits quite a number of hypothyroid people.
T4 is an inactive hormone and has to convert to T3. T3 is the only Active thyroid hormone and it is T3 which is required in all of our receptor cells.

Blue Horizon and Medichecks do home pin-prick tests so we have to be well-hydrated a couple of days before blood draw which should be at the earliest possible and a gap of 24 hours between last dose of levo and test and take it afterwards.

I, myself, never felt well on levothyroxine even though blood results were o.k. In fact, I was far worse than before I was diagnosed with a TSH of 100.

As she has Hashimoto's she very likely has low vitamin D, folate, ferritin and B12
Important to test these and FT3
If vitamins are low conversion will be poor
What supplements is she taking, if any?
Is she on strictly gluten free diet?
For full evaluation you ideally need TSH, FT4, FT3, TT4, TPO and TG antibodies, plus vitamin D, folate, ferritin and B12 tested
See if you can get full thyroid and vitamin testing from GP. Unlikely to get FT3

All thyroid tests should be done as early as possible in morning and fasting and don't take Levo in the 24 hours prior to test, delay and take straight after. This gives highest TSH, lowest FT4 and most consistent results
