Penny, you've been told they're normal purely because they're in range.
TSH: 1.38 (0.27-4.20) - not bad, most of us Hypos do best when it's 1 or below.
FT4: 18.5 (12-22) - almost perfect. Most of us do best when FT4 is in the upper third of it's range which is 18.67+
FT3: 3.94 (3.1-6.8) - too low, most of us do best when FT3 is in the upper quarter of it's range which is 5.9+
Your FT4: FT3 ratio is 18.5 : 3.9 = 4.74 : 1 and good conversion takes place when the ratio is 4:1 or less.
Your FT3 result and FT4: FT3 ratio point to you not converting well enough.
Reasons for this could be low nutrient levels and although your ferritin is excellent and Vit D very close to the recommended level of 100-150nmol/L, your B12 and folate are low.
B12: 197 - anything under 500 can cause neurological problems and the recommended level is very top of it's range, even 900-1000. Do you have any signs and symptoms of B12 Deficiency, check here

Folate: 5.37 (2.91-50) - this should be at least half way through the range.
If you have any signs and symptoms of B12 Deficiency then take these results over to the Pernicious Anaemia Society forum here on Health Unlocked for further advice
Otherwise you will need to supplement with sublingual methylcobalamin lozenges for the low B12, along with a good B Complex containing 400mcg methylfolate which will balance all the B vitamins and help raise your folate level.
Supplementing with selenium L-selenomethionine 200mcg helps with conversion of T4 to T3.
Your thyroid antibodies aren't over range so you're not positive for autoimmune thyroid disease with those results. However, they're not particularly low, TPO especially is very close to the limit. It's possible that future testing might show over range antibodies which would mean Hashimoto's. As your levels are quite high you might want to consider adopting a gluten free diet to help reduce the antibodies. The selenium mentioned above can also help reduce antibodies.
