There aren't universal ranges, they vary from lab to lab. You will have to ask whoever provided you with the result for the range.
Even if the ranges were universal (and Clutter is quite right, they are not), the interpretation is somewhat more complex than looking at a single number.

You are very, very hypothyroid!! Labs should run around 1 - 5, 1 being optimal and the best place for most people to feel their best.
The NHS range for TrAB is 0 - 1 so I would say you are positive for Graves. Remission is classed as being 0.9 or below for at least six months
Many tests, probably most of them, have lab-specific reference ranges. For example, the very first range I found for TRAB at an NHS lab was different to the one you quoted.
You really do have to get the reference range from the lab that did the test or you could be going very, very wrong.
TRAb results can be interpreted as follows:
Negative: ≤ 1.7 IU/L
Positive: > 1.7 IU/L
