I do struggle with anxiety, so I aren't too concerned about the sample 2 and 3 values, however I did take the test on a day when I had literally zero stress!
However, my main concern is how large the morning value is?

No point in approaching an NHS GP, they don't recognise the test. My cortisol was much higher than that throughout the day, with a warning that it might be Cushing's disease and my GP just said it has to be much worse than that before we would consider testing for Cushing's.
Be grateful that your evening cortisol is low, and I presume you manage to get to sleep, even if you don't stay that way?
My advice is to learn meditation (I used headspace.com), consider carbohydrate cycling as described in The Adrenal Reset Diet, supplement with magnesium and vitamin B6 (you might need to experiment with the kind of magnesium) and try Rhodiola in the morning, and Ashwagandha in the evening.
I have been anxious all my life, and have really needed to learn to let go! Yes, I am still anxious, but I am learning to separate the anxiety from reality.
