Elevated blood pressure can be a symptoms of hypo. Not being able to lose weight is definately a symptoms of hypo! It has very little to do with food intake or exercise, but more with the level of your thyroid hormones. At a guess I would say you probably have a convertion problem and your T3 is low. It doesn't matter how much levo you take if your body can't convert T4 to T3.
Have you had your FT4 and FT3 tested? Do you have the results? If so, post them here so that someone can help you with them.

Hi they refused to test anything other than tsh. Dreading my appointment this pm but ill request more tests again . Thanks fir your support I get so stressed at dr appointments
You could go the private route for blood tests, if he is adamant he will not do T4 and T3.
You could take your pulse each morning to see how it is, also temperature, that can give you a clue if you are under-medicated. I agree that if your T3 is low it is almost certainly that your body is not utilising the Levothyroxine, That could be for various reasons, low iron, B12, D3, or simply that you cannot convert properly due to an enzyme deficiency. I think I have no choice but to get the tests privately . . Blood pressure was really high today at nurse will have to consider pills. My concern is that it's lower on home monitor and also that I want to try losing weight to avoid pills.
Meanwhile I'm going to save for the t3 tests incase that is needing extra treatment .
