Doctor Jo is a licensed physical therapist and a doctor of physical therapy. She also runs “Ask Doctor Jo”, a series of videos where she shows what exercises to do for different physical problems. She's on YouTube and has her own website:

I'm sorry, I don't know what positional release manipulation is. You can do a search on Youtube. You'll find several of her videos.
