Motor cortex - the part of the brain considered responsible for the movement?

I read somewhere the following: "In 1876, Otto Soltmann removed the motor cortex - the

part of the brain considered responsible for the movement - from puppies of dogs and

rabbits, and found that they were still able to move. These discoveries were swallowed

up by the wave of localizationist enthusiasm."

I´m still trying and investigating this citation, since I think that the midbain (the head of the humming bird) plays the most important role in the motor control played by the CNS.
