The PSA will be elevated because of the UTI and cystoscopy. PSA is not a test for cancer, and certainly will give no indication one way or another in his case.
I had a UTI - which luckily for me, is why they found I had PC. But - even on antibiotics it will take at least a week or so for the PSA to come down to baseline. Your doc should recommend re-testing PSA in a month or so. They followed my PSA for 3 months before deciding something was up and then doing the MRI and targeted biopsy.
One step at a time - his prostate is irritated right now and it will take a bit to settle down.
