Definitely, references must be verified and rent Guarantee insurance obtained so you are protected as much as possible. If she cannot wait for the necessary checks, find another tenant. What if she moved in and the references could not be verified, that would be a disaster. Do it on your terms and make sure you protect yourself. xx
Do not feel guilty, no one would give notice until they where positive a tenancy agreement was going through. This is not your problem. You need to keep your integrity and keep yourself protected. xx
