Unfortunately there aren't any definites when it comes to tests used for B12 - although active B12 is a potentially better guide than serum B12 because it is looking at the forms of B12 used at the cell level - but it still can't say what is happening at the cell level which is what causes the B12 deficiency.
On the face of it the test results do suggest that B12 isn't the problem. Have you had MMA and homocysteine done. In some respects these would be a better guide as they are direct indicators of problems at the cell level. However, B12 isn't the only factor that would cause both to be elevated - folate will also cause problems but that is easier to measure from blood.
There is a lot of overlap between the symptoms of B12 deficiency and other conditions - including thyroid and diabetes and MS so there could be something else going on.
